This is a flat washer used under the handlebar clamp bolt, sized 21/64 inch bore by 1/2 inch outside diameter by .048 inch thick. It's a small hardware piece that spreads the load of the clamp bolt head against the fork top area so the clamp draws down evenly without the bolt digging into the surrounding metal.
