This is a plain washer sized 3/8 in. x 13/16 in. x 1/16 in., listed in the catalog under the bottom engine stud on Norton machines. It shows up in the SWINGING ARM figure as well as the FRAME, ENGINE SHIELD, BATTERY CARRIER figure, which tells you it's used where the engine mounts down low near the swinging arm pivot area and the frame/engine shield hardware.
