This is a piston ring compressor sized for 650 range work, covering a 70-78mm bore range (the tool originally covered 70-75mm before that range was widened). It's the band-clamp style tool that squeezes the rings down into their grooves so the piston will slide into the cylinder bore without a ring catching on the edge and snapping.
