This is a 7/16 CEI plug tap, made from HSS (high speed steel), for cutting or finishing internal threads to the 7/16 CEI standard. CEI threads show up throughout British motorcycle work, and having a proper plug tap on hand means you can true up a thread that's been buggered or cut a fresh one to spec without guessing at pitch.
