NMT2238 is the rocker spindle lock plate, a small piece in the top-end valve gear that keeps the rocker spindle from working its way out of the cylinder head. It shows up in the catalog under the Cylinder, Cylinder Head and Fittings and Valve Gear figures, so it lives right at the top of the motor where the rockers pivot.
