The vent pipe is a small but necessary piece of the carb - it lets the float bowl breathe properly so the fuel level inside stays consistent as the engine runs. If it's missing, cracked, or blocked, you can end up with fueling that varies with engine heat or vibration, which shows up as an inconsistent idle or flat spots.
