This is the throttle spring for the Amal Mk II Concentric carburetor, catalog number 99-7071, also known by the Amal part number 2928/061 (later factory number 2928061). It's the spring that sits inside the carburetor body under the throttle slide and pushes the slide back down and closes the throttle when you let off the twist grip.
