The 97-2647 is the top steering race cone, part of the steering head bearing set on the telescopic front fork. It sits at the upper end of the steering stem, where the fork assembly pivots in the frame's steering head, and it's one half of the cone-and-cup arrangement that lets the bearings run smoothly as you turn the bars.

This one shows up in the front fork parts-book listings under both its current number and the older H2647 form, so if you're working from an early parts book and can't find 97-2647 look for H2647 - same physical piece.
When you're replacing steering head bearings it's worth checking this cone along with its mating cup and the bottom cone for pitting or flat spots before you put the fork back together. Worn cones are a common source of notchy or vague steering feel.
