This is the rubber grommet that sits between the headlamp mounting ear and the fork shroud, cushioning the point where the headlamp bracket attaches to the front fork. The rubber's job is to cut down on vibration transfer between the fork and the headlamp mount, which keeps the headlamp assembly from rattling loose or transmitting engine and road buzz straight to the shell.
