Polished mudguard blade for Triumph bodywork, listed in the 1963 catalog under part number 97-1428 (alias H1428).
This is the mudguard blade itself, the polished metal panel that forms the fender over the wheel, as opposed to the stays, brackets, or trim that hold it on. The catalog lists it as polished, so it left the factory with a bright finish rather than paint.
