Pair of clips that mount a front number plate (pedestrian slicer) to the mudguard.
These are the front number plate clips, sold as a pair, that mount a UK-style front license plate (the kind riders call a pedestrian slicer) onto the front mudguard. The catalog lists them under both the standard mudguard figure and the U.S.A. fender figure, so they show up across a range of applications from the late 1960s.

The part started life as 97-0741 and the catalog shows it later carried forward as 97-0741B, so if your parts book lists one number and a supplier quotes the other, they're the same clip set. You'll also see it cross-referenced as 93-00966 or under the old H741 letter-prefix numbering some earlier books used.
They come as a pair with the mounting hardware. Since these attach to the mudguard, expect to do some drilling if your fender isn't already set up for them - check what holes you've got before ordering.
