This is the tail light lead, plug type, PN 83-8604 — the wiring lead that runs back to the tail lamp and connects up with a plug-style fitting rather than a bare bullet or soldered joint. It shows up across a run of catalog years from 1960 through 1968, appearing in the harness and lighting sections alongside the headlamp, switches, speedometer, tachometer, and rectifier figures, so it's very much part of the rear lighting circuit's wiring.
