Brake torque stay
A torque stay that anchors the rear drum brake backplate to the swinging arm so the plate stays put under braking.
The 83-7028 is a brake torque stay, the small strap-like bracket that anchors the rear brake plate to the swinging arm so the plate can't rotate when the brake is applied. It shows up in the parts books under the SWINGING FORK AND SUSPENSION UNITS section, which tells you it lives back at the rear suspension and drum brake assembly rather than up front.

Without this stay, the backplate would just spin with the drum instead of letting the shoes bite, so it's a part that matters even though it's small and easy to overlook when you're going through a rebuild. Catalog listings for this number span the mid-to-late 1970s.
If you're pulling the rear end apart on a bike from that era and this stay is bent, cracked, or missing, it's worth replacing rather than trying to straighten it back into shape, since it's doing real work holding the brake plate in position.
