This is the seat latch for the 1971-72 'suitcase style' seat setup, listed in the catalog under GAS TANKS AND TWINSEAT. It's the mechanism that locks the seat down at the back so it doesn't pop up or shift around while riding. The catalog also carries this under the old F13061 designation, so if that's what's printed in your book, it's the same part as 83-3061.

This latch shows up on the OIF twins from that two-year window, part of what folks call the lunchbox tank era for BSA and Triumph 650s. If you're restoring a seat assembly from that period and the old latch is worn, cracked, or missing altogether, this is the piece that goes back in.
