This is a folding footrest, listed in our records simply as 83-3013. Folding footrests pivot up out of the way when you're not using them, and swing back down into position for riding - a common setup on Triumphs of this era to keep the peg from getting bent or snapped off if the bike goes down or gets parked on rough ground.
