This is the small centre tank mounting rubber, 83-0260, used on the OIF-era Triumph and BSA twins where the fuel tank picks up on a center bolt. It's the cushion that sits between the tank and its mounting point so the tank isn't sitting metal-on-metal against the frame, which cuts down on cracking and rattling over time.
