This is a petrol pipe assembly, the fuel line that runs from the tank down to the carburetor. Our record shows it turning up in the glass-fibre petrol tank figure as well as the handlebar and controls figure, so it's a fitting that gets called out in more than one place in the parts book for the same machine.
