This is the long-body petrol tap listed for 2 and 4 gallon tanks, catalogued under 82-9611. It's the fuel shutoff that threads into the underside of the tank and lets you turn the flow on or off (and, on the two-position taps of this era, switch over to a reserve position) before the fuel line runs down to the carburetor.
