This is the rubber tray insert that sits under the battery, cushioning it against the frame and battery carrier. It shows up in the frame and battery-area sections of the parts books, alongside the exhaust system side covers and battery figure, so it's tied to the area under the seat where the battery sits on the frame.

The older parts-book form of this number is F9003, which some folks will still see printed in an earlier book or on an old invoice. Same physical piece, just catalogued under the current 82-9003 designation now.
If you're replacing the battery on one of these frames and the old rubber has gone flat, cracked, or gummy, this is the piece to swap in.
