This is the wing-type adjuster nut for the rear brake rod, threaded UNF 1/4-28. It sits down at the rear brake operating arm and lets you take up slack in the rod as the brake shoes wear, without needing a wrench to get the job done - the two wing tabs are meant to be turned by hand.

It shows up across catalog listings for swinging-fork frame twins from the late '60s into the mid '70s, appearing in the footrest fitting and swinging fork/suspension figures. The old parts-book alias for this one is F7387, so if you're working from an earlier catalog and see that number, it's the same piece.

These wear at the wing tabs and the threads over the years from repeated adjustment, so if yours is chewed up or won't hold its setting anymore, it's a straightforward swap.
