This is the dip stick for the T140 twin, the rod that threads into the crankcase to let you check oil level on the dry-sump system these bikes run. It's a simple part but an easy one to lose track of or crack the handle off, and having a good one on hand saves you from guessing at oil level with a rag and a flashlight.
