This is a cam bushing, the long version, for the 650 twin engine family. Part number 71-0288 also shows up in older parts books under 70-2260, so if you're working from a vintage catalog and see that number, it's the same physical piece.

Cam bushings sit in the timing chest and support the camshaft as it spins, letting it turn freely while keeping the running clearance tight enough to hold oil pressure where it needs to be. When these wear out you tend to see oil pressure drop off and looseness in the timing gear train.
