An operating arm from the manifold and throttle linkage assembly on the top of the engine.

The 70-9241 operating arm shows up in the manifold and throttle linkage figure, which puts it in the throttle control setup on top of the engine where the carburetors and manifold live. It's one of the small mechanical links that helps translate twist-grip movement into carb slide movement.
