This is a hollow dowel, part number 70-8009, used on Triumph and BSA unit-construction singles. It's a small locating pin, the kind of part that keeps two mating surfaces indexed in place - crankcase halves or similar joints often use dowels like this to hold register while the fasteners do the clamping work.

It's sold individually, so if a job calls for more than one, order accordingly. Cross reference numbers for this same part have shown up as E8009, E11989, and 71-1989 in various parts books, so if you're working from an older list and see one of those, you're looking at the same dowel.
