70-7400 is the outer valve spring, marked with a green spot for identification, used in the cylinder head. It's one half of the dual-spring setup that closes each valve after the cam and rocker push it open - the outer spring works alongside an inner spring to keep the valve seated properly through the rev range.

This part number turns up across a long run of cylinder block and head figures in the parts books, covering TR7RV, T140V, T140E, TR6R, TR6C, and T120R listings, so it's clearly a part that carried across a good number of head assemblies over the years. The green spot marking is how the factory told this spring apart from other similar-looking springs in the box, so if you're sorting through used parts, don't toss that detail aside.
The factory eventually replaced this number with 70-4221 - if your parts book or an older stash of springs shows 70-7400, that's the same job, just under the earlier number. Also comes up under the alias E7400 in some older listings. If you're doing a full valve job, it's worth replacing both inner and outer springs as a set rather than mixing old and new.
