70-6490 is an exhaust tappet, part of the valve gear that rides against the exhaust cam lobe and transmits lift up to the pushrod. It shows up in the parts book under the OIL PUMP, RELEASE VALVE, MANIFOLD AND TAPPETS figure, which puts it down at the bottom end of the motor near the oil pump and cam followers rather than up top in the head.
