This is the small clamp-style coil bracket, part number 70-6389, also seen under the older E6389 form and later carried forward as 24-71518. It shows up in the ignition coils, horn, rectifier, and zener diode section of the parts books, so it's the bracket that holds an ignition coil in place on the frame rather than any horn or diode hardware itself.

The catalog notes this one has an extra tab compared to some other versions, and flags that when stock runs out the factory told dealers to substitute 54419974 instead - so if you're chasing a replacement and your supplier only has that number, it's the same part continuing on under a new number, not a different piece.
