This is the vent pipe listed in the oil tank section of the parts book for the 650 twins, part number 70-6356, sometimes shown under the earlier E6356 or 5231K84 style numbering. It's a 4.5 inch long pipe that lets the oil tank breathe, keeping pressure from building up inside the tank as the engine runs and oil moves in and out.

It's a small, simple part but an important one - if the tank can't vent properly you can end up with oil weeping out of seals or gaskets that have nothing wrong with them otherwise. Catalog listings for this pipe run from the mid to late 1960s into 1970 on the 650 range.
