Oil pressure release valve from the oil pump assembly, later superseded by 71-3447.
This is the oil release valve out of the oil pump assembly, part number 70-5896, also listed under the older E5896 designation. It shows up in the parts books alongside the oil pump and inlet manifold, right in the group of parts that handles engine lubrication at the bottom end.

An oil release valve of this type works as a pressure relief for the oil system - when pressure builds past what the system needs, it opens to bleed off the excess and keep the pump from overworking the oil circuit. It's a small part but it does real work every time the engine runs.
Catalog records show this part appearing across engine bottom-end oil pump figures from the mid-to-late 1960s.
