70-3965 is the inner valve spring, marked red, found in the cylinder barrel and head assembly. It's one of a pair of coil springs (inner and outer) that seat around each valve stem and keep the valve returning to its seat between openings. The catalog lists it under the older E3965 number as well, so if your parts book from the period shows E3965 that's this same spring.

The red marking is how the factory kept inner springs sorted from the outer ones on the parts shelf, since the two look similar but aren't interchangeable in rate. This one shows up in the cylinder barrel and head figures across catalog entries from the early '60s.

If you're rebuilding a head and pulling old springs, it's worth checking both inner and outer springs together rather than swapping just one, since they work as a set inside the valve assembly. Call the shop if you want to confirm which engine this fits before ordering.
