LOCK NUT 1/4 CEI CLEVE LOCK - Alternate use 18/053 Nyloc
A 1/4 inch CEI clevis-type lock nut used across several fittings on the bike, with a Nyloc alternate listed.
70-3290 is a 1/4 inch CEI lock nut, the type used on clevis fittings across a number of different assemblies on these bikes. It shows up in a wide range of parts-book figures - timing cover and contact breaker areas, ignition coils and horn mounting, exhaust pipe fittings, cylinder barrel and head, and even the seat and panel hardware - so this is a general-purpose fastener rather than something tied to one system. The catalog notes an alternate Nyloc nut, part 18/053, can be used in its place.

Because it turns up in so many different figures across a run of model years, treat it as a stock nut you might need in more than one spot on the bike. If you're chasing the older reference number, this one also appears under E3290 in earlier books.
Given how many places this nut is called out, it's worth keeping a few in stock rather than hunting one down mid-job.
