Square-drive tappet adjuster for the Triumph T100 (350/500 twin) cylinder head, part 70-3223.
70-3223 is the tappet adjuster used on the T100 family cylinder head, the square-drive style that seats into the top of the pushrod and lets you set valve clearance against the rocker arm. It shows up in the parts books under the CYLINDER BLOCK AND HEAD listings for the T100S, T100C, T100R, T100T, and T90, so it's a small-twin top-end part rather than something for the 650 or 750 twins.

This one carries the older E3223 form as well as I104C in our records, so if you're working from an older parts book or a different index you may see it listed either way — same physical piece.
Adjusters like this take wear at the contact face over time, and a worn one makes it hard to keep valve clearances stable, so if you're already in the head doing a check-and-adjust it's worth looking closely at the ones you've got before you button it back up.
