This is the kickstart ratchet, Triumph part number 70-2681, sometimes listed under the older E2681 numbering. It shows up in the gearbox parts books under the gear cluster section, which tells us it lives inside the gearbox with the rest of the gear train rather than out on the primary side.

The ratchet is the piece that lets the kickstart mechanism engage when you swing the lever down and then release cleanly once the engine fires, instead of staying locked into the gear train.
