This is the handlebar clamp bolt, 5/16 inch British Standard Cycle thread by 1 1/8 inch long. It's the bolt that pulls the top clamp down onto the handlebar where it seats at the top of the fork, holding the bar from twisting or shifting under load.

Our catalog shows this one turning up across front fork and steering head figures as well as the electrical equipment plates, which just means the same bolt gets called out more than once depending on what else is bundled into that section of the parts book. The catalog appearances we have run 1969-1970, though that reflects what shows up in our records rather than a hard boundary on which years used it.
If you're replacing a stripped or rusted clamp bolt, check the length and thread against what's on the bike before ordering, since clamp bolts can look similar across model years but aren't always interchangeable in length.
