This is a crankcase dowel, part number 67-1236, used to keep the crankcase halves and related castings correctly aligned when they're bolted together. Dowels like this one take the shear and side loading so the fasteners themselves aren't left to keep the mating surfaces registered.

The catalog record places this one in the crankcase figure as well as the gearchange mechanism figures, so it may be doing double duty as an alignment dowel between the crankcase and gearbox-related components rather than just the main case halves.
