This is the exhaust lifter lever, sold on its own without the rest of the assembly it works with. On a Triumph twin the exhaust lifter is the mechanism that lets you crack open the exhaust valve by hand, most commonly used to ease the engine over on the kickstart or to help find a compression stroke without a struggle. The lever itself is the part your fingers actually pull on.
