This is a pilot jet for an Amal Premier carburetor, sized 21 (marked .021 in the catalog). The pilot jet controls fuel delivery at idle and just off idle, before the main jet takes over as you open the throttle. On a 4GRV Premier carb this is one of the small brass-body jets tucked into the body that owners swap around when they're chasing a cleaner idle or fixing a flat spot low in the rev range.
