This is the lock assembly for the twinseat, part number 60-7215, and it comes complete with keys. It shows up in the parts book under the Gas Tank and Twinseat / Twin Seat figures, so its job is straightforward: it's what lets you latch the seat down and lift it off when you need to get at the toolbox, battery, or electrics underneath.
