Cable tie - plastic

This is a plastic cable tie, the kind Ed's shop uses to keep control cables and wiring bundled up neat along the handlebars. It shows up in the parts books under both the handlebar and control lever listings and the control cable listings, which tells you it's a general-purpose fastener rather than something built for one specific job on the bike.
