Washer - Stays to fender
A flat washer used at the fender stay mounting point, also listed under the older number 70-8072.
This is a plain washer used where the fender stays mount up, part number 60-4245, which the books also list under the older factory number 70-8072. It's a small hardware piece that shows up across a wide range of catalog sections over the years, which just reflects that a flat washer this size gets used in more than one spot on the bike, not that it's a single dedicated fender part alone.

As a stay-to-fender washer it does the ordinary job any flat washer does: spreads the load under a nut or bolt head so the mounting point doesn't dig into the fender or stay material and doesn't work loose over time. It's cheap enough that most folks buying fender hardware just pick up a handful rather than trying to reuse old ones that may be buggered up or rusted.
Given how many different figure sections this number turns up in, it's worth double-checking your own parts book or bringing in the old washer for comparison before you order, just to make sure you're grabbing the right one for the spot you're working on.
