This is a plain washer, part number 60-2338, showing up across a wide swath of Triumph's parts books from 1970 into the 1980s. It's a general-purpose hardware item, which is why you'll find it listed under everything from telescopic forks to mudguard fixings to the exhaust and oil tank panels - it's the kind of small flat washer the factory used wherever a bolt needed a bearing surface against sheet metal or a casting.

The older factory number for this same washer was S25-43, so if you're working from an early parts book and see that reference, it's the same part now catalogued as 60-2338. Given how many different assemblies call it out, don't assume which specific bolt or fixing on your bike takes this one - check the fig for the assembly you're actually working on.
