This is the small cover for the front brake stop switch, listed in the catalog as 60-2086 with the older alias D2086 and P32D. It shows up in the parts book alongside the handlebar and controls section and the petrol tank figures, which tells you it lives up near the bars where the front brake lever and its switch are mounted.

The stop switch itself tells the tail light to come on when you pull the front brake lever, and this cover is the small piece that shields that switch mechanism. It is a minor part but one that is easy to lose track of when you have the controls apart for other work.
