This is the tyre lever and tommy bar out of the factory toolkit, part number 60-0801. It's a two-in-one tool: one end works as a tyre lever for breaking the bead and levering the tyre off the rim, and it doubles as a tommy bar for turning fittings that take that kind of leverage rather than a wrench. Older parts books list it as 60-801 or under the D801 form, so if you're chasing this off an older toolkit list, that's the same tool.
