Front wheel bearing lock ring, holds the hub bearing in place.

This is a bearing lock ring for the front wheel, listed in the front wheel section of the parts books. Its job is to hold the wheel bearing assembly seated in the hub, keeping it from working loose or shifting under load as the wheel spins.
