This is the internal spacer for the rear conical hub, catalog number 37-3753, also listed under the older W3753 designation. It shows up in the rear wheel section of the parts books for 1971 to 1972, and it sits inside the hub between the bearings, keeping everything positioned correctly as the wheel spins.
