This is the front brake anchor plate, PN 37-3462, also cataloged under the older W3462 number. It shows up in the front wheel figures for the T100T and T100R, and in the general front wheel figure as well, with catalog entries pointing to 1969.

The anchor plate is the stationary backing plate that sits inside the front brake drum. It carries the brake shoes and the operating cam, and it's what the brake plate torque arm or stay bolts to so the whole assembly doesn't rotate with the wheel when you pull the brake lever.
