This is a brake operating rod for the front wheel, listed in the FRONT WHEEL section of the parts book. It's the mechanical link that runs from the brake lever or cam lever down to the brake plate, transferring the pull of the cable or lever motion into the actual braking action at the drum. On these front-drum setups this rod is a simple, dedicated piece of hardware, and if it's bent, stretched, or the ends are worn at the pivot holes, the brake feel goes soft or inconsistent even if everything else on the brake is in good shape.
