Rubber sealing ring for the quickly-detachable rear wheel assembly, part 37-1091 (W1091).
This is the rubber sealing ring used on the quickly-detachable rear wheel setup, part number 37-1091, also listed in older books as W1091. It shows up in the catalog under the QD rear wheel figures, both the U.S.A. version and the non-U.S.A. version, spanning catalog appearances from 1960 through 1969.

On the QD wheel arrangement the rear wheel comes off separately from the hub carrier so you can pull the wheel without disturbing the chain or brake, and this ring seals that joint between the wheel and the hub/drum assembly to keep dirt and water out.
