This is a 3/8 inch CEI-thread bolt, 3 inches long under the head, listed in the catalog as 3/8 CEI 3IN UH. CEI threading was the British cycle-industry standard used across a lot of vintage running gear, so a bolt like this could turn up in more than one spot on the bike. The catalog record on this one is thin, so beyond the size and thread standard we don't have more to go on.
