This is a security bolt for the swinging arm, part number 21-1827. It's the long through-bolt that clamps the swinging arm pivot to the frame, keeping the rear fork assembly located and secure as the swingarm pivots up and down with the rear suspension.

The catalog lists this one at 9/16" U.N.F. thread with a length of 10 1/16", which is a fairly long bolt consistent with running clear through the pivot area. Our record only ties it to a single model year appearance, 1969, so if you're sourcing one for a different year machine, check the length and thread against what's currently in your swingarm before you order.
